I have been given your name regarding the noise pollution my fellow residents and I have been facing from the i-CLUB, an establishment on the penthouse level of the Mah Sing Group’s development, The Icon, on Jalan Tun Razak, for the past few weeks.
I live in a development on Jalan Tun Razak. For a development in the city centre, it is remarkably peaceful. However, since late July 2011, when the i-CLUB began operations, deep bass levels, music and lights have been disturbing that peace, sometimes to the extreme. I understand we have had tenants break their lease and move out due to the annoying sound levels.
We met with the club’s managers and expressed our hope that the soundproofing the club said they would install would curb the deep rhythmic bass pumping from the club. Having come to an agreement on acceptable noise levels until their complete eradication by soundproofing, our residents enjoyed a couple of weeks’ respite.
On Wednesday 21 September, the club informed us that they had completed installation of soundproofing, and that an appointment would be set with DBKL to check decibel levels not only at the club but also across the road at our property.
However, on Saturday 24 September, deep incessant bass began to be heard again. This has been a nightly occurrence since then. Many text messages have been sent to the club managers asking for the volume to be reduced, with varying degrees of success. On one night, we were completely ignored. Bass levels are usually noticeable from about 10pm until 3am.
If it was just a issue of light pollution, I would be unhappy but I can draw my curtains. Unfortunately I can do nothing to block the deep bass. I hope you can imagine how annoying it is when a quiet evening at home is disrupted by the sound of intermittent rhythmic bass. It becomes frustrating when the rhythmic thump thump thump of dance music continues past midnight preventing sleep. The sound waves are strong enough to hear through the walls.
Sir, I have a number of concerns.
1. When DBKL eventually come to monitor, the club could very well turn down their sound output just for that evening. What DBKL will monitor may not be the true sound level the club seems to prefer operating at. Once officially sanctioned, the club turns the volume back up.
2. DBKL may find that the sound levels are acceptable. Unfortunately, if this means that bass or any sound from the club, no matter how soft, is still heard, my neighbours and I will find this extremely difficult to accept. We did not choose to live in a nightlife entertainment district; rather, the club moved into a largely residential neighbourhood.
3. DBKL spot checks might be infrequent, and the club operates with impunity. When checked, the club is slapped with a fine that is easily paid.
4. When needed, how quickly can DBKL officers respond when the club (or any other factors interfere with general peace and quiet) chooses to flout regulations, and who is the best person to call at that hour.
Although the sound level lately is much reduced, it remains audible, and a regular beat of any nature is a powerful deterrent to sleep.
