Thank you for taking the time to speak with me today. You have no idea how glad I am that we may finally be getting somewhere.
The rooftop of The Icon on Jalan Tun Razak has been leased to something called i-CLUB. Since at least Wednesday 10 August, very deep bass notes have been thumping in my apartment, which is not only across the width of Tun Razak but also set back about a further 50 meters. Although it has been extremely annoying, I am one of the lucky ones. I am approximately 9 floors lower than the level of the club, but neighbours higher up have said they can even hear the lyrics of the music is being played in addition to the deep bass vibrations. Further, the lightshow from the club’s dancefloor flashes directly into those apartments which are level with i-CLUB.
I now find myself anxious, anticipating 10pm with dread every evening, as that is when the thump thump thump of the bass starts reverberating through my apartment. I cannot hear the music itself like the units on higher floors can, but I hope you can imagine how it feels to have a constant dance beat right through any evening when by right we should be relaxing and winding down after the work day. As is the nature of dance clubs, the power of the bass increases the later it gets. It seems that it is not just a dance club; one of our residents visited and saw a stage for live band performances, confirmed by a video onYouTube. Again I hope you can imagine what trying to get to sleep is like. Essentially you can’t. The sound doesn’t stop until 2am most of this past week. On Tuesday 16, the music didn’t stop until 3am. I understand that KL's city ordinance requires a cessation of loud music by 1am at the latest. I have kept a log every evening since Wed 10 Aug.
Of course I can only relate my own experience. I suspect residents in the Avare, Oval and Kudalari condominiums are also facing the incessant deep thumping bass rattling their walls and windows, as is Menara HSC on Jalan Ampang, which is not only a serviced apartment but a hospital as I understand it.
I am tired and extremely annoyed and unhappy. We love living here, but the i-CLUB has changed everything. I don’t see why we have to put up with it. I am in contact with a staffer at the club who says DBKL’s sound engineer will be visiting the club tomorrow Fri 19 Aug. Frankly I feel they need to come across the road to make sure the sound system is calibrated so no music of any decibel can be heard on our property.

Thank you for giving us the opportunity to contact you and we certainly appreciate you forwarding our concerns to those in charge and those that can make things happen.
I am a tenant at (development) and have been so for the past 2 years. What we love best about living here is that is truly a sanctuary in the city. We have enjoyed a very peaceful existence until the recent installation of the i-Club at the Icon.
Our weekend nights were first interrupted on the 29th of July when we heard thumping bass music vibrating our windows and high-pitched vocals. It was roughly 10pm. That night the music persisted until about 12:30am. Every weekend night (including Sundays), and some weekday nights, ever since have been interrupted at one point or another by the noise from the i-Club. We were very confused as to what was going on and my husband went over to the i-Club personally on a Sunday afternoon (they had been testing the music since 3pm) and found out that the i-Club was not yet opened, that they were not aware the sound was affecting us and that in essence there wasn’t much they could do.
There are a few points to strongly consider about this sort of establishment being in your building in an area as exclusive as KLCC. Since I cannot ask for your permission to express my thoughts candidly, I will assume your permission and will clarify that I do not intend to be malicious nor unnecessarily dramatic. I assure you I do not mean to offend and am simply being honest.
1. This is an area of professionals. There are embassies, high-end automobile dealers, high-end exclusive residences, etc. As residents we would not be paying tens of thousands of Ringgit to be residing in an area that sounded like Changkat Bukit Bintang, and the unfortunate truth is that as harsh as that may sound, that is exactly the kind of noise we are experiencing from the i-Club. Last Saturday they began testing the sound at 1AM and it went on until approximately 3AM. I'm certain you will agree that is extremely unacceptable.
2. The establishment in essence clashes with your building. From the neon signage to the loud thumping music, it simply does not communicate a high-end professional environment. The Icon will quickly become the most resented building in the area if it houses a tenant as neglectful as the i-Club.
3. The neon signage is kept on all night and sometimes even during the day. I find this to be surprising and environmentally irresponsible in an age where everyone is going green. Even Berjaya Times Square turns off their signage lighting after a certain hour.
I have attached a video that I took from within our apartment on the night of July 29. I used a tiny micro-camcorder as it’s all I have and even the little microphone on that was able to capture the sound. You can hear the vocals of the person singing and I am about 25 feet away from the windows and none of the windows were opened.
I sincerely hope that if you plan to continue to keep the i-Club on as a tenant that they: significantly reduce their noise levels, completely eliminate the open air component they plan on having at the club, install sound barriers and the highest grade of noise proofing foam, glass and any other dampening materials they can get their hands on. Spending the night listening to live bands and thumping bass should be a choice and not mandatory as it has become for those of us who have the unfortunate coincidence of living within the range of the club.

At this point I call his mobile. He tells me DBKL took readings and told i-CLUB the noise levels were too high (mentioned something like 100 decibels?) and OM says the club now knows what the problem is, something about sound abatement panels not installed. He also mentions that DBKL took their license. The conversation is me telling him what I experience in my unit, and also neighbour CX’s predicament, and he acknowledges that if he was in our position that he would also be irate. I informed him we are in contact with surrounding condos regarding the club’s noise. He says his boss the GM is asking him to continue with the music, at which point I ask him to let me have this GM’s phone number, email. OM says he will send, so I hang up.

Me: Yes please let me hv contact details of yr boss.
