Briefly I relate our experience to date,
and ask the DBKL team to clarify two issues: what the i-CLUB’s licensed hours
of operation are, and what the i-CLUB is licensed as.
There is no clear answer to the first
query, but to the second it is reiterated by DBKL that i-CLUB has a license as
pub and bar. No entertainment. License is for 1/12/2011 to 30/11/2012. Further,
DBKL mention that the club has a fine “compounded 4 to 5 times” of approx
RM10,000 for breaching the terms of their license.
The head of the Health Department briefs
the meeting on the results of the investigation report, stating that “We still
do not think i-CLUB is the main reason for noise, from a technical standing”,
and that “the sound could be from other buildings. Not appropriate to be linked
to source icon.” He also stresses that he is in no way backing up the club. He
says that “maybe it is the sound of traffic’!
Right. All vehicle noises somehow combine
and synchronise to produce a 130bpm rhythm. I see.
GM states “Everytime [Rabbitgut] complain, I
response. He require a very very silence environments. If you go to many clubs,
i-CLUB’s base is the lowest volume”, and, directed to Pengarah – Jabatan
Pemudahcara Perniagaan & Pengurusan Penjaja, who is chairing the meeting “Only
one complainant block all license. Tell me, do I have the license?” Chairperson
replies “Entertainment license not approved. Based on got complaint.”
Chairperson says “we will bring team,
police, do again. We will do testing again. Worse case scenario night. 1-3 am.”
Meeting ends with chairperson saying DBKL
will discuss next steps, and that we will be advised when the monitoring of
decibel levels will take place.
